Canada revised its immigration policy in 2025 to reduce the number of immigrants

Main immigration category policies

  • Express Entry: 47,400 in 2025. The LMIA bonus will be cancelled in the spring of 2025 and the invitation score is expected to be lowered. 40% of the EE quota is allocated to applicants working in Canada, with French-speaking applicants and applicants in in-demand occupations having a clear advantage.
  • Provincial Nominee Program (PNP): 55,000 in 2025. Each province formulates nomination criteria based on its own economic needs, focusing on introducing skilled talents in specific industries and regions, such as remote areas and immigrants in in-demand occupations.
  • Quebec Investor Immigrant Program: Plans to accept 48,500-51,500 new immigrants by 2025, of which 31,000-32,900 will come through economic programs. The Quebec Experience and Skilled Immigration programs will restart in June 2025, emphasizing French language proficiency and local work experience.
  • Skilled Immigration: The Atlantic Immigration Program has a quota of 5,000 in 2025, requiring an offer from a local employer, a language proficiency level of CLB4 or above, and a high school degree or above.
  • Entrepreneur Immigration: The commercial quota of the Federal Entrepreneur Immigration (SUV) will be reduced to 2,000 in 2025. The main creators can obtain open work permits, but they must be supported by designated investment institutions and have entrepreneurial funds and certain language skills. For provincial business immigration, each province requires applicants to have certain business management experience and invest a certain amount of funds in local enterprises.
  • Family reunification immigration: spouses, cohabiting partners and children plan to accept 70,000 applicants in 2025, accounting for 75% of the family immigration quota, support same-sex partner sponsorship, and obtain work visas during the waiting period. Parents and grandparents are invited through a lottery system with a quota of 24,500 in 2025. Those who are not invited can apply for a super visa, or a multiple visitor visa.
  • Temporary residents to permanent residents: The Post-Graduation Work Permit (PGWP) is an important channel for international students to immigrate, but in 2024 it will be subject to restrictions such as language and professional fields. The temporary foreign worker program plans to accept 367,000 people in 2025, including 286,000 through the international circulation program and 82,000 through the temporary foreign worker program, which has stricter LMIA requirements.

Other policy changes

  • Cancellation of automatic 10-year multiple-entry visa: Travelers visiting Canada will no longer automatically obtain a multiple-entry visa valid for 10 years. Visa officers will decide whether to issue a single or multiple visa based on the circumstances.
  • Visitors can no longer apply for work permits: The temporary policy that allowed visitors to apply for work permits has ended in August 2024.
  • Tighter visa screening: Starting February 12, 2025, immigration and border officials can directly cancel electronic travel authorizations, temporary resident visas, work visas and study visas if the applicant provides false information or is at risk of overstaying.
